Richard Morgan
Head of Planning, Asset Management & Standards, Economy and Infrastructure, Welsh Government


Richard started his career as a bridge engineer working for a number of local authorities including Hampshire, Gwent and Mid Glamorgan County Councils, Caerphilly County Borough Council and Bath and North East Somerset Council before joining the then Welsh Office in 1997 as Area Bridge Engineer for South Wales. Since that time he has held increasingly senior roles in the management of the £15bn Motorway and Trunk Road Network in Wales culminating in his current position with responsibility for planning its maintenance and improvement, standards and technical policies and asset management systems.

Richard is a Chartered Civil Engineer, Fellow of the Institution of Civil Engineers and a Magistrate. As well as a degree in civil engineering from Kings College London, he holds a doctorate in leadership and masters in business administration.
